Seleq (Saudi Arabian Lamb with Rice)

2 lbs of lamb, cut into 1/2-inch cubes
3 onions, chopped
2 T cilantro, chopped
Salt and pepper
2 C milk
2 C rice, rinsed
2 T butter, melted
Place meat, onions, cilantro, salt, and pepper into the pressure cooker. Cover and bring to pressure for 15 minutes. Allow pressure to release naturally, about 10 minutes.
Open the cooker and remove the meat with a slotted spoon. Keep the meat warm.
Add the water and milk to the stock left in the cooker. Stir in the rice and cook very gently over low heat for about 15 minutes. Turn off the heat and allow to steam for another 10 minutes.
Place the rice on a large tray. Arrange the meat on top. Pour melted butter over the rice and meat, and serve with salad.
