Tajin Samak (Moroccan Fish Stuffed with Cilantro)

1 C finely chopped cilantro
1 C finely chopped scallions
1 medium head of garlic, peeled and crushed
2 t paprika
1/2 C lemon juice
Pinch cayenne
4 to 5-lb whole fish, cleaned, scaled, and washed
5 sliced tomatoes
4 sliced potatoes
2 sliced carrots
1/2 C olive oil
1/2 C water
1/2 C pimento-stuffed green olives
In a small bowl, combine the cilantro, scallions, garlic, salt, paprika, cayenne, and lemon juice. Stuff the fish with half this mixture and sew it shut. Place in a large greased pan, then spread the remainder of the mixture over the fish.
Arrange the tomatoes, potatoes, and carrots in alternating layers over the fish, then pour olive oil and water over the top.
Cover with foil and bake for 1 hour at 350 F. Remove from oven, spread olives over the top, and bake, uncovered, for 10 more minutes.
